I got a call from Kelly Gomez who lives in Windsor Cali (95492) who had dropped her iPhone 4S into the toilet about a week earlier.
She and Eduardo her husband decided to use rice as a desiccant to try to "fix" the phone.
I've mentioned the rice method may have worked up until 2004 when cell phones weren't obligated by law to have GPS tracking in them, and at the same time with WiFi and Blue Tooth connectivity. These wireless 'services' and a big level of complexity to the device and obligate the designers to manage Radio Frequency Interference. The way this is done is to put metal caps over all the sensitive transmission areas on the logic board. These caps have small 'weep' holes to allow changes in atmospheric pressure to be released.
The caps allow water/moisture in and the surface tension from the liquid prohibits it from coming out again.
Once it was clear the "rice method" wasn't working, she got a hold of me. I can usually make a dropped in water phone work again, provided i get it to me in not more than 3 weeks from the event. Now 8 days had been wasted allowing corrosion to make its way through the phone. The "rice method" is what you will hear if you call Apple. Their call center in Kentucky conveys this to people as an aside when asked what to do about liquid immersion. A cynical person might think they are saying this to their customers to rob them of life saving time, so perhaps the device will have to be replaced after all.
I had Kelly's phone here over night and by mid the next day, had it working properly again.
The total cost to get her i4S back working was $60
